Requests for letters and other documentations for visa requests are handled by the ACM as the primary sponsor of UCC and BDCAT this year. (Support rotates on alternate years between IEEE and ACM under the terms of the Memorandum of Understanding for these conferences.)
ACM does not issue invitation letters, but rather “support” letters. The letter indicates the name, dates and location of the conference. If the requesting person is an author of a paper or a presenter, that information will be included as well.
ACM’s policy regarding such letters and support for visa requests is that the process must be handled/initiated by ACM headquarters and not by the conference organizing committee.
